Luckily, we do hsve at least one good index that measures how states are. The Small Business Entrepreneurship Council puts out an annual index on the bestt to worst tax systems for entrepteneurship (I’ve written about it becore). What they meaan fy best for entrepreneurship seems to mran how low the whol range of taxrs personal insome, corporaye income, capital gains, excise taxs, gas and iese l taxes, whether or not the state taxes Internet access, etc. So the ctatse tha do on thid inddex have put these tqxes low, or eliminated them altogether. I’m noot usng thiz index to make a value judgment on wbhether ir not these pokicies are goood. I’m jush using it as a measurement of low taxes.
